The WHA Board of Director is comprised of up to 24 individuals representing our member organizations of health care purchasers, employers, union trusts, along with health plans, health care providers and consumers.

Executive Committee:

Laura Kate Zaichkin (she/her), the WHA Board Chair, serves as Director of Market Competition & Affordability for the Washington Health Benefit Exchange, a public-private partnership that operates the online portal used by one in four Washington residents to obtain health and dental insurance coverage.

Laura Kate leads the Exchange’s primary affordability initiative that aims to improve equitable access to high-quality, affordable health coverage on the individual market.

The child of two nurses, Laura Kate brings nearly 15 years of passion for and experience in health reform and health systems transformation. Her previous roles include serving as deputy chief policy officer for the Washington State Health Care Authority, leading health benefit purchasing strategy for Washington state’s long-term home caregiving workforce, and convening a multi-sector partnership of national health care quality entities in Washington, DC.

Laura Kate has a master’s degree in public health policy from The George Washington University, and early in her career worked as a journalist. A Pacific Northwest native, Laura Kate lives in Seattle with her spouse and rescue dog.

Laura Kate has been on the WHA Board since 2025.

Dr. Zak Ramadan-Jradi, the WHA Board Secretary, is the Head of Network Management and Strategy across the health plan’s four-state footprint. Zak has a long and diverse health care background that includes extensive experience in healthcare analytics, clinical and contract performance management, and network development.

After practicing bedside medicine as an Internist, Zak realized he wanted to make a positive change in the way health care is delivered at the policy and business level enabling him to assist more patients exponentially rather than one at a time. This led to his career in health care and health plan administration that includes experience working in policy and regulation and at an operational level with clinic administration. He is currently a member of the Board of The DC based Health Care Transformation Committee. He was Vice Chair on the governing board for Physicians of Southwest Washington, the Milliman Advisory Board, and has been an active participant in National Association of ACOs from 2015 through 2022. Zak’s past board experience includes participation as ex-officio on the Community Health Centers of Washington State for Skagit, Snohomish, and Mason counties. He participated in the Communication Roundtable for the Bill and Melinda Gates Foundation, Collective Medical Advisory Board, and the Change Health Advisory Board.

The overarching goal for Zak is to achieve excellence in the health care that is delivered to our members, and our communities far and wide. He received his MD from The London Hospital Medical College in London, England, had his clinical practicum in Canada, and earned his MBA from Seattle University.

When Zak is away from his desk he enjoys spending time with his family and kayaking.

Board Members:

David serves as Operations Director at United Food and Commercial Workers Union Local 3000 (UFCW 3000), the largest private-sector union in Washington state. In this role, he leads UFCW 3000’s statewide operational strategy, oversees administration of the Local’s employee benefit plans, and supports contract negotiations aimed at improving healthcare access, affordability, and quality for thousands of working families.

David plays a key role in the management of the Sound Health & Wellness Trust, which provides health coverage to more than 28,000 union members and their families across Washington. He also supports the administration of additional benefit programs, serving as a Trustee of the WeTrain Workforce Development Trust and contributing to the operations of the Sound Variable Annuity Pension Trust and the Sound Retirement Trust.

Prior to his current role, David served as UFCW 3000’s Bargaining & Enforcement Director, leading the union’s negotiations strategy with a focus on securing equitable, member-centered improvements across Washington’s health system.

David has been on the WHA Board since 2025.

Brooke Bascom is the Human Resources Director for the City of Kirkland. She joins Kirkland with 17 years of HR leadership experience at King County, where she led employee well-being, engagement, and organizational development initiatives. Brooke’s leadership was instrumental in creating the award-winning “Healthy Incentives” plan, recognized by Harvard’s Kennedy School, and driving improvements in employee engagement and organizational culture. She holds certifications in executive coaching and organizational development, is an experienced facilitator, and is passionate about fostering high-performing, inclusive workplace cultures.

Brooke has been on the WHA board since 2026.

John Bry joined Kaiser Permanente Washington in 2023. In this role he has responsibility for all aspects of performance for the Washington market and its 600,000 covered members. This includes financial planning & analysis, forecasting, capital planning, accounting, actuarial, underwriting, and affordability. In addition, John collaborates closely with care delivery/WPMG to drive operational efficiency, the sales and account management teams to improve growth trajectory, network contracting and product teams to optimize cost position, and program office partners to ensure alignment with organizational priorities.

Prior to joining Kaiser, John spent five years as chief financial officer of UnitedHealthcare’s commercial health plans in the Pacific Northwest and California. These health plans included over 1 million covered lives and had a mix of both PPO and capitated HMO plans. In this capacity, John oversaw membership growth, financial turnaround, product development and rollout, as well as helped lead the alignment between Unitedhealthcare’s commercial health plans and Optum’s healthcare delivery expansions on the west coast.

Before UnitedHealthcare, John spent almost a decade in various consulting roles focused on the healthcare industry, particularly provider groups and large health systems, with a focus on strategic growth, expansion, and partnerships to improve client growth opportunities. John holds a Master of Public Health and Master of Business Administration from Boston University, and an Aerospace Engineering undergraduate degree from the University of California, San Diego.

John Bry has been on the WHA Board since 2025.

Kimberly Collier is vice president, human resources for Puget Sound Energy (PSE). Under her leadership, PSE is focused on talent retention and attraction, employee experience, and ensuring PSE has an inclusive culture and diverse workforce who can meet the needs of all of our customers. Prior to joining PSE, she held executive roles inside and outside of the utility industry. From 2009 to 2016, she served as deputy director of Seattle Public Utilities, where she was the Officer responsible for human resources, environmental justice and service equity, safety and HR operations, and data management. Prior to that, she was director of human resources for Cox Communications in Phoenix, Arizona. She’s also held roles with The Dial Corporation, Motorola and Kinko’s, Inc. Kim serves on the Board of the Puget Sound Energy Foundation and on the Advisory Board for the Energy Executive Course of the College of Business and Economics at the University of Idaho. She also serves her community as a member of the African American Advisory Council for the Bellevue Police Department and serves as a Community Representative for the Independent Force Investigation Team of King County, WA. Kim has a bachelor’s degree in business from The College of New Jersey. She is certified as a Senior Professional in Human Resources (SPHR) from the HR Certification Institute.  Kim lives in Bellevue, Washington.

Kim has been on the WHA Board since 2022.

Lloyd David’s career showcases passion, leadership, innovation, strong relationship building and the ability to deliver high impact results. Mr. David served as the Chief Executive Officer of The Polyclinic and the market leader for Optum Washington from 1994 to 2021. He built The Polyclinic brand, growing from a single location with 65 physicians to a prominent, indispensable medical group with over 250 providers, 30 specialties, 240,00 patients and 13 locations, scoring #1 in Washington for quality, and leading the market in patient satisfaction. He brought an intense focus on the patient experience. Championing the move from volume to value, he created new subsidiaries to contract for full financial risk, negotiated shared savings contracts with major insurers and created Washington’s first Accountable Care Organization, per the Affordable Care Act. His keen relationship building, and negotiation skills led to the creation of several joint ventures, including a successful independent physician association, an ambulatory surgery center with Seattle’s largest hospital and a clinically integrated network with a major insurer. He led the search for a capital and strategic partner and the negotiation for The Polyclinic’s sale to Optum in 2018. Mr. David’s leadership approach is collaborative, and he is known as a consensus builder who brings out the best in those around. His high integrity and focus on values and mission have earned him respect and followership. His focus on innovation and his ability to see different perspectives and balance stakeholder interests have been hallmarks of his career. Mr. David has served on and worked directly with multiple boards. He has leveraged his broad and wide-reaching expertise on diverse committees including Innovation and Sustainability, Finance and Audit and Marketing and Risk Management committees. He currently serves on the boards of Treehouse and PSW. His past board service includes the Washington Health Alliance, Physicians Insurance and Country Doctor Community Clinic. He has worked closely with the Boards of Directors of The Polyclinic, The Everett Clinic and Harborview Medical Center. Prior to joining The Polyclinic in 1994, Mr. David was a member of the executive team at Harborview, where his responsibilities included strategic and facility planning, marketing, regulatory affairs and safety. He began his career in legislative and government relations. He has a bachelor’s degree in Government from Harvard University and a master’s degree in Business Administration from the University of Washington. Mr. David was honored by being named Seattle Magazine’s Health Care Executive of the Year.

Lloyd has been on the WHA Board since 2023.

Dr. English joined The Everett Clinic in 2012 and is the Executive Medical Director of Operations. In his role he manages the services, operations and medical leadership within the employed groups of Optum Washington – Everett Clinic and Polyclinic. He received his medical degree from Creighton University and then completed his residency at the University of California, Irvine. He graduated with honors from University of Southern California School of Business with a Master of Medical Management degree. He continues to see patients in Occupational Medicine and has received “Top Doctor” award, many times.

Steve has been on the HWA BOARD since 2025.

Umar Farooq is Executive Vice President, Health Care Services. He provides leadership for Premera’s healthcare strategy, including provider network development, value-based contracting, clinical solutions, and healthcare quality.

Prior to joining Premera, Farooq was President of Essence Healthcare at Lumeris where he was responsible for developing and executing strategy; driving national scalability for growth; and delivering an industry-leading experience for its customers, members, and stakeholders. Farooq was also the General Manager, Market President for Commonwealth Care Alliance (CCA) of Boston, Massachusetts, a $2 billion, fully integrated, payer/provider-managed care plan. At CCA he was responsible for market and business line performance of Medicare and Medicaid health plans. He also managed relationships with government officials, provider groups, and other key strategic partners that drive growth and expansion. Additionally, his leadership in healthcare includes management positions at Centene Corporation, a national managed-care organization.

Farooq earned a Master of Business Administration degree from Indiana University in addition to a Bachelor of Science in finance. He holds a certificate of executive education from Harvard Business school with a focus on value measurement for healthcare and activity-based cost accounting. Farooq also served on the board for Columbus Indiana Chamber of Commerce and Our Hospice of South Central Indiana.

Umar has been on the WHA Board since 2025.

Dr. Andrew Jones is the CEO of Confluence Health. He has always had a passion for community. This desire to learn how we function better together culminated in a bachelor of arts degree in history from Yale University. An interest in science soon led him to attend the University of Oklahoma Health Sciences Center for his medical degree. Completing his residency in family medicine, Dr. Jones served as chief resident and received the Alan J. Maxwell, MD Award for Clinical Excellence. After his residency, he served as the associate program director for the University of Oklahoma Health Sciences Center Family Medicine Program. Desiring to branch out in his practice, Dr. Jones joined Exempla Saint Joseph Hospital in Denver, Colorado. Hired initially as a faculty physician, he quickly rose to positions of increased leadership and responsibility, being named the medical director of the Bruner Family Medicine Center and later program director for the family medicine residency program. While serving as program director, Dr. Jones also served as a board member and later chair for the Colorado Association of Family Medicine Residency Directors where he advocated for graduate medical education in Colorado. These roles also afforded him the chance to work stabilizing the hospital’s residency program and to create a wholly new obstetrics fellowship, which continues to this day. While serving in these roles, Dr. Jones was honored to also be nominated for physician of the year. Drawn to leadership roles where he could advocate for others and solve problems to make organizations stronger, Dr. Jones enrolled in the master of business administration program at the University of Colorado at Denver, focusing on health care administration. Recognized repeatedly for strong leadership, he received the James D. Suver Award for outstanding first-year student in health care administration and the Eugenie Sontag Award for outstanding graduate, while also receiving advanced training in process improvement at the Virginia Mason Institute. Accepting a position as the vice president for clinical performance excellence with Catholic Health Initiatives, Dr. Jones worked to develop improvements in eight different regions for 100 hospitals. A recognized leader in the medical administration field, Dr. Jones soon accepted the role of chief medical officer and vice president of medical affairs for St. Mary’s Medical Center in Grand Junction, Colorado, where he oversaw a wide variety of clinical and operational functions for the hospital. During this time, Dr. Jones worked directly with Dr. Richard Bohmer, an advisor specializing in health care management, to redesign how to provide care to promote better quality, lower costs, easier access, and increased engagement from medical professionals, a project that was formative in the way he approaches medical administration and patient care. Dr. Jones was named chief executive officer of Confluence Health in Wenatchee, Washington in 2022, bringing his experience and expertise to a leading health care provider in North Central Washington. In his private life, Dr. Jones is a passionate supporter of the arts and music, having served previously on the board of the Grand Junction Symphony Orchestra. An outdoor enthusiast, he enjoys spending time in the beauty of the Pacific Northwest. Dr. Andrew Jones resides in Wenatchee, Washington with his wife and two children.

Andrew has been on the WHA Board since 2023.

Shannon is an accomplished C-suite executive in the health insurance and employee benefits administration space who has been focused on building the country’s leading SaaS benefits administration platform and services company. She has been focused on making health and benefits affordable and accessible to all employees and their families. Her mission is focused on simplifying the complexities of benefits administration for small and mid-size employers in both the private and public market segments.

Shannon founded Vimly over 30 years ago here in Washington State and since day one she has served employers of all industries and risk models. The employers she has served have provided benefits to their employees through multiple employer welfare arrangements which include Association Health Plans, Trusts, and Health Plan (insurance carriers) market segments. Shannon has deep expertise not only in the health and benefits industry and is considered a thought leader, but she also has a comprehensive understanding of the realities of what the small and midsize employer experiences in terms of challenges.

Shannon has a proven transformation record of not only creating a valuable insurance technology product and service offering in the state of Washington (and across the country), but also in scaling a company. She has a unique blend of operational leadership and expertise which spans corporate strategy, governance, technology innovation, operations, sales & marketing as well as strategic M&A. Shannon works with carriers, consulting firms, brokers and clients across the country which provides her insights to how the small & mid-market employers are often served.

Additionally, Shannon has decades of experience with board management and currently is the Chairman and Founder of Vimly Benefit Solutions, past Washington Technology Industry Association and Association Washington Business board member. For over three decades she has held the title of Vice President of the Northwest Administrators Association and is a current board member.

Shannon is a proud member of the Exceptional Women Alliance where she mentors other C-suite women leaders.

Shannon brings board-ready governance experience and a track record of value creation. She is deeply concerned about Washington’s growing healthcare cost crisis and is committed to the Washington Health Alliance’s mission of acting as a collaborative force to drive healthcare system change that delivers improved outcomes and value for Washingtonians.

Blythe is Vice President of Sales and Account Management for Public and Labor customers in the West at Aetna. In this role, she manages a team that is responsible for understanding the unique needs of each entity they work with to align appropriate resources and solutions that will help them advance their objectives. She has been working in this industry for almost 20 years in customer-facing roles with an emphasis analytics, compliance and clinical programs.

Blythe graduated from Mount Holyoke College with a B.A. in Economics. She currently resides in Seattle with her partner and two sons.

Blythe has been on the WHA Board since 2025.

As the Deputy Director of Citywide Benefits with the City of Seattle in the Department of Human Resources, Heather is responsible for several core business operations functions:

  • Citywide Benefits programs and plan administration, providing covered members and their qualifying family members with medical, vision, dental, ancillary benefits as well as theCity’s well-being initiatives and programs
  • City Leave Programs delivering a comprehensive variety of leave program options to employees experiencing a wide variety of qualifying events
  • Workers’ Compensation program operations overseeing the City’s self-insured and self- administered claims unit
  • Citywide Safety programs administration including drug and alcohol testing programs under FMCSA and drug free workplace guidance, and industrial hygiene related hazard testing, prevention, and mitigation

Prior to joining the City of Seattle, Heather held positions in Risk Management and Human Resources. Her career tenure also includes several years with a risk management third party administrator where she gained direct experience in managing workers’ compensation claims, management and leadership, and client service roles in workers’ compensation and product liability.

Heather has been on the WHA Board since 2025.

Yogini Kulkarni-Sharma is a distinguished physician executive with over 20 years of experience applying her clinical expertise to advance health outcomes and population health. She has demonstrated substantial leadership in quality improvement, value-based care, medical management, and risk adjustment across Medicaid, Medicare, and Marketplace programs. Dr. Kulkarni-Sharma has successfully established and overseen departments and initiatives that enhanced clinical outcomes, improved CMS STAR ratings, and strengthened regulatory compliance, all while cultivating strong provider partnerships and operational excellence across multi-state health plans.

Currently, Yogini serves as the Associate Vice President of Quality and Risk Adjustment at Molina Healthcare of Washington, a managed healthcare organization participating in Medicaid, Medicare, and Marketplace programs. In this capacity, she is responsible for the strategic implementation of quality improvement measures and initiatives focused on advancing member health outcomes, care quality, and safety. Her scope includes preventive and wellness services, health management, provider engagement, and all facets of value-based care, as well as ensuring access to appropriate care while addressing cultural, racial, ethnic, and linguistic needs. This role aligns closely with her ongoing commitment to making a significant positive impact on individual and population health.

Beverly Lakey serves as the Employee Benefit Trust Program Director for the Association of Washington Cities Employee Benefit Trust (AWC Trust), where she provides strategic and operational leadership for a large, self-insured employee benefits program serving local governments statewide. She is responsible for overseeing vendor performance, regulatory compliance, program finances, and benefit strategy, with a focus on cost containment, quality improvement, and member experience. Beverly leads cross-functional teams spanning member advocacy, wellness and benefit operations and works closely with trustees and advisory bodies to guide policy development and program direction. With deep expertise in health care trends and employer-sponsored benefits, she is committed to advancing innovative, equitable, and sustainable health care solutions.

The AWC Trust offers medical and health promotion programming, dental, vision, life, long-term disability, an employee assistance program and group long term care insurance to over 280 member employers. In total, the Trust insures over 40,000 employees and family members statewide. Beverly has worked at AWC since 1997, leading the health and wellness programs since 2010.

Beverly earned her bachelor’s degree in business administration from City University and holds the CEBS designation. Beverly currently serves on the Board of MSL Advantage, IC, a stop-loss captive and brings a long history of community involvement, including decades of volunteer service with the Rocky Mountain Elk Foundation.

Beverly has been on the WHA Board since 2026.

John Mowery is a Sr. Account Executive for Northwest Administrators, Inc.  He has worked in the benefits administration industry for over 20 years. During that time, he has held a variety of positions responsible for third-party benefit administration of multi-employer benefit plans. In his current role as Account Executive, he is involved with the Washington Teamsters Welfare Trust along with a number of other health plans in the western United States. John is also a Board member of the Northwest Association of Administrators.

John has been on the WHA Board since 2026.

Kecia is the HR Director of Total Rewards at the Port of Seattle and is responsible for delivering various employee rewards and service programs: compensation consulting, design and administration; Port leave programs; deferred compensation plans; employee recognition programs; commuting programs and health and wellbeing benefits. Prior to joining the Port in 2023, Kecia held other total rewards and HR leadership positions in financial services, healthcare and technology industries.

Kecia has been on the WHA Board since 2025.

Michele has 20+ years of experience in employee benefits and health plan management in the public and private sectors. Early roles in her career included managing communications, second level appeals, and a wellness program for a public employee health plan in Washington state covering 240,000 lives. She later served as benefits strategist for the Washington Public Employees Benefits Program. From 2000-2004, Michele served as Communications & Events Manager for the Health Policy Analysis Program at the UW School of Public Health while simultaneously earning a master’s degree in public administration from the UW Evans School of Public Policy & Governance. Michele has worked for King County as Benefits Strategist since 2019.

Pete is an Internal Medicine physician who after graduating from the University of Washington School of Medicine in 1982 and completing an Internal Medicine residency at the University of Utah in 1985 practiced in a two-physician practice in Cody, WY for five years. Following that Pete returned to Wenatchee, WA where he grew up and has practiced General Internal Medicine since then, with a predominantly geriatric practice. Pete served as the first CEO of Confluence Health from 2013 until retiring from the position in 8/2023. He is now practicing Internal Medicine part time. He previously served on the Washington State Hospital Association board of directors from 2014 until 2022, serving as Board Chair in 2021. Areas of interest include chronic disease management, and measurement of quality, especially in smaller more rural communities. Pete has two sons who both live in the Seattle area. He lives in Wenatchee and enjoys biking and skiing as well as being a home for a retired Alaskan sled dog.

Pete has been on the WHA Board since 2023.

Steve Schramm joined MultiCare Connected Care in 2019. He has more than two decades of experience in health care finance and management. Schramm came from Catholic Health Initiatives (CHI) and was most recently CEO and CFO of QualChoice Health Plan Services Medicare Advantage plans.

Schramm earned a bachelor’s degree from the University of Washington and is a retired certified internal auditor and certified public accountant.

Steve has been on the WHA Board since 2025.

Judy is a general internal medicine physician and is passionate about state level health policy. She is focused on building on and aligning work including value-based payment models, the state’s Medicaid Transformation initiative, health equity, collaboration with stakeholders, and innovative use of data.

She has served as chief medical officer for the Colorado Department of Health Care Policy and Financing. She has extensive experience in designing and implementing benefits, specifically in Medicaid programs, and was instrumental in implementing the Affordable Care Act (ACA) in Colorado.

Judy has been on the WHA Board since 2025.
